I left my partner because he started hanging around bad people, drinking heavily and drugs, can I get my lawyer to put in the custody agreement that he goes to rehab and has random drug testing and not to associate with these people when he has our son

you should only ask your lawyer this question
You can ask for all of them but it dosen't mean you'll get them. The judge wont dictate who he hangs around or make him go to rehab with out solid proof but can ask him to undertake drug testing and if he fails the deug testing the judge can make him go to rehab before seeing his child.
