It would depend very much on more than one incident. One incident doesn't mean someone doesn't care. Guys are different about birthdays etc and generally don't see them as a big deal. If his behaviour over all had changed over a longer period of time then I might question his feelings
Was he at work or something? If not, then yes id be pissed off.
