I really don't want to know what my 13yo son is doing in the shower, but im really getting over his 45min showers, when the rest of us need hot water. We have a small HWS, so long showers are not something we can have. I can bang on the door all I like, and I just get "just washing the shampoo out" the kids get 10min to shower. Yes iv made him set a timer on his phone. He is meant to shower last. That way he can prune in there for all I care. No one else needs the water, but he has a habbit of not waiting.
Would I be a bad mum if I simply went and turned the hot water off if he's not gotten out when told for the 10th time. He was in there for an hour today.

Turn the hot water off. As kids we got one warning knock and then the hot water went off. We learnt very quickly!
