My dog is reactive. After being attacked by a dog on a walk, and then having a neighbours dog smash through the fence and attack her. She's very reactive to other dogs. She's also extremely yard protective
Our current neighbour also has a reactive dog. Their dog and ours were attacking the fence constantly. My girl could clear the 6" fence is she really wanted too, so we now have an electric boundary so now she won't go near the fence line. We also have a collar that beeps and vibrates (not shock) if we press it. The neighbours however haven't done anything to stop things on their side. Their dog has nearly gotten over the fence several times today. It will be a blood bath if that dog gets in our yard.
I have spoken to them and few times, but nothing has changed. My kids are scared to go outside with out us

This is definitely a ranger issue if they will not do anything. This could end up with someone getting hurt.
If it were my dog I would also reach out to a local dog trainer to see if they can help/offer advice.
