I think if either of them are in a relationship it should be at a minimum, like only a quick chat if you bump into each other and congrats, happy birthday on social media type of thing. But a relationship that has effort in it says one or both of them might be still interested and is hanging on.
I think you could definitely have a friendship with an ex if you both left on good terms and still want to be in each other's life.. no harm in having friends.. once in a new relationship then things might be different and possibly drift away from an ex..
