Maybe they have limited schooling options where they live? When you don't live in the city private education usually means boarding school. Bad behaviour isn't even tolerated at boarding schools or private schools for that matter, your idea on what it is is very outdated. Its 2023 not 1923.

I had no idea they were still even a thing TBH. I couldn’t imagine having a child then shipping them off tho.
