My friend has been separated for 3 years and wants a divorce. They split due to DV and they are worried that the other person won't sign the papers as it's the last bit of control they have due to them being a narcissist. So my question is what can be done to get the divorce if they don't sign the paper work? Do they go through court? There is a dvo in place for a long period of time.

Talk to a family law lawyer. He can't deny her a devorse. A judge will order he request.
As long as they’ve been separated for a year, only one person needs to sign and submit the paperwork. If there are children involved the person who submits may need to attend court on the day of the hearing. Get legal advice in regards to property and financial settlement, as well as care arrangements for children.
You just put the paperwork in and serve him his side. Serving is an official thing. If he doesn’t sign or show up, they put it through without his 2c. It’s actually a really great thing, especially if you’d rather not see him.
Just sign and serve. If he doesn't sign, go to a lawyer.
