Is this the owner's responsibility to pay or mine? I have tried to used them on hot day's but the smell is musky and disgusting.

Contact the real estate and tell them that they don’t work like that should and they have to send someone out to check it.
It is really easy to clean the filters yourself if they're RC make sure it's not in your lease agreement that you do it. The cover just unclips and the filter is right there underneath, it slides out to be cleaned and you put it back in.
Standard leases have that if the unit breaks and it's in the lease the owners repair it. But servicing is a tenants responsibility and should be done every 3 months. You've been there 7. That's why it smells. Clean it first or the callout fee might be yours to pay.
Serviced every 3 months? Surely you just mean the filters cleaned
Had you bought this to the real estate's or property managers attention within the first few weeks of moving in, you probably could have gotten the landlord to pay.
But given you've been there 7 months, you'll have an pretty tough time convincing them that the units are dirty from previous tenants. As mentioned above, in most lease agreements cleaning of AC units or split systems is the tenants responsibility.
As a side note, this is why it's super important to make sure everything is clean, functional and aligns with the condition report as soon as you move in. The last rental I lived in was filthy when we moved in, I complained about it and they ended up sending out a professional cleaner and a technician for the dishwasher and split system.
