My arms are pretty fuzzy, I really couldn't care less lol.
But if yours bothers you, remove it if you want to. Its really up to you!
When I was a teenager to early 20's my arms were really hairy and the hair was thick enough to wax. Now the hairs are thinner I don't bother waxing as they would just break off instead of being pulled out which defeats the purpose of waxing. I use a cream instead or sometimes just shave them.

I have no hair on my arms. My daughter has lots ! So she waxes hers. Each to their own but i think arm hair is as accepted as eyebrows. Its normal to just leave them alone and it still looks good.
The norm for people is to have hair on your arms. If you feel you must get rid of a normal part of your body, then yes, waxing works well.
Same could be said for anywhere hair grows, its all natural!
If you want to get rid of it then get rid of it. My arms are hairy and I have dark hair. I do get them waxed 3 or 4 times a year. It feels really nice too, I hate how the hair feels under long sleeves so it feels nice and smooth when waxed.

My husband is a baker and he uses hair removal cream on his arms as he feels cleaner
I have blonde arm hairs, and they don't bother me where they are.
I have had them waxed twice though as my friend needed practise, then signing off on arm waxing for her course. I really dislike the feeling of hairless arms, and definitely would only get it done again if someone needed a guinea pig to practice on
