Let him grow it! Is it really worth the stress it causes you two? I loved my little mans long hair! He just had it cut in kindergarten as he was tired of constantly being mistaken for a girl and teased by girls. Funny his male mates had no issue with it!
Do you have a familiar faces hairdresser? And does she take her time?
I am a hairdresser and I think babies and kids can feed of our energy. I've seen kids play up for hairdresser that don't particularly love kids, and then I do their hair and they are fine. Maybe if he built up confidence with someone in particular, it would be easier.
If not, I'd suggest just leaving it but not too long. You could probably try again in six months.
I let my kids have a fair bit of autonomy when it come to hair because it is just hair. There's absolutely no harm in not having haircuts, they aren't essential to ones well being.
Honestly, I'm an adult and I hate getting my hair cut (actually, it's more the salon experience I hate but that's another topic lol).
If you put yourself in a 2 year olds shoes, it's kind of understandable.
You get put in a chair in a strange place and have someone twice your size that you don't know come into your personal space with sharp implements.

Our younger son is almost 3, he’s had 2 haircuts in total and absolutely screamed the place down. The last cut was in June 2018 and that’s it until he can tell us he wants one. There’s no point fighting over hair- it helps that he has a head full of curls that sits nice lol
