Please help...
I'm only going to summarise this, because it is a very long story.
My sister is divorced and has remarried. She has 4 kids to her first husband. 2 kids live with her, 2 kids live with her ex (courts decision)
We have reason to believe her new husband is physically hurting the kids and we are now in the process of acting on that. My nephews have already been removed.
My question is, her new husband also has 2 kids that he has full custody of. Their mother is not fit and able (or willing) to take care of them (courts decision). We are so concerned for these kids safety. They are not blood relatives of ours, but we would take them here in an instant if it meant they were safe!
My question is - what service can we approach to help these kids? They have no other family that we are aware of, they are minor (5 and 7)
Please, I know that this isn't a lot of information, but the only question I have is who can I contact to help these kids, even though I am not related to them? Do I need to track down the mother?
Any offer of advice is greatly appreciated.

Department of Children's Services or whatever it is called in your state. How did your nephews get removed? You don't have to be related to report it although you will need to provide as much info and proof as possible. Do not contact the mother, absolutely do not.
Docs. Report all the kids.
If your nephews were removed through docs / facs then the other kids in the house would be part of their assessment. If they leave the partners kids there and remove your sisters that seems bizarre but they would have a reason for doing it
Or were the 2 your sister had custody of removed or (voluntarily given up by Mum) by yourself or family without a court or docs assessment?
Try reporting but in reality, nothing will probably happen. Our family reported my SIL multiple times due to neglect and NOTHING happened. When I called, my concerns were completely dismissed 🤬(no food or electricity, children clearly hungry). Pissed us off!!!
Contact Child Protection authorities in your state, they will assess the information and make a decision as to whether to investigate.
Adding to what others have advised
You could also cintact their school, bring the school staffs attention to it and they may knows things too they will have to report.
