Passport

In 2015 I was able to get my son a passport without his fathers permission. There was violence in the past and we have an intervention order protecting us both, so they decided it was in our best interest to not contact him.
Now his passport will be expired for our next overseas holiday (February 2020) so I have to get a new one. Nothing has changed with his father, we still have nothing to do with him. What's the likelihood that I'll be able to get a new one without his fathers permission again?
I don't know where he lives, don't have any contact details so I can't ask him myself.
I don't want my son to miss out on an amazing holiday because of his father.
