Referee Check Assistance

I have an interview this coming week with a State Government department and I have been asked to supply my referees. I left last week my current temporary contract with another State Government department. My supervisor never supervised me and didn't come near me the whole time. He always relied on the other staff member for things. He made me feel uncomfortable, worthless and when he did come near me he asked me to do things that were against policies and procedures. He doesn't know what I did there for the whole 9 months. Just wasn't interested in engaging with me. I did low level work that was not interesting or challenging. I kinda feel that he didn't want me there in the first place. I was stressed the whole time I was there as nothing I did was ever good enough. In my resignation, I said I needed to leave for personal reasons. I left because in talking to recruitment agencies they said they wouldn't take me on due to not being able to start immediately. I also left because I was sick of my work colleage that was bullying me and my supervisor to an extent was bullying me as well. I have two work colleagues that can be referees, but for state government, they always want a current/immediate/or past supervisor - if they ask why I didn't put down my current supervisor, what do I say? And also the reason why I left? Ive never done this before, but my mental health was more important.

I am a recruitment consultant. Id put another supervisor or colleague that you worked with as your referee. If asked just advise that your immediate supervisor is not a reliable referee due to some company politics and that you chose to move on for a better workplace culture
