Daughter having no friends

Hi I need some advice. My 9 year old daughter was bullied for about 2.5 years and is now struggling to make friends. 2 of the bullies have moved schools but before they left the mothers made sure that my daughter would not have any friends and it was all around the year 3s at the time that my daughter wasn't a very nice girl and needed to be taught a lesson. She has 1 best friends who she sees sometimes at lunch but all the other girls do not want anything to do with her. She has been kids and been told that no one likes you anymore so just go away. I feel helpless and upset that this is happens to my daughter
