I have 2 daughters one 4.5yo one 2.5yo I found the eldest with her play camera trying to take a photo of her younger sisters vagina. When I asked why she said she just wanted a photo. I explained that that area is private and no one can take photos of anyone's vagina/penis including her own and then got her her explain back to me why she shouldn't take photos like that. I asked if any took photos of her and she said no she just likes taking photos. Is this normal kids being inquisitive about each other's parts or something further?

Normal! But needs to be corrected (if that makes sense).
Kids are naturally very curious about there bodies and other people's bodies. I remember a bum sniffing incident when I was around 5 rofl!!!! Our parents would have been horrified.
It's one of the reasons I personally prefer kids play in the loungeroom or outside versus in bedrooms. If kids are playing in bedrooms I do very regular spot checks! They just don't do that stuff when they are in eye sight.
Big discussion straight away to correct the behaviour and explain why it's not acceptable. They were in the lounge room and I was there too :-/
