I suspect my neighbour, whom I don't know, is being abused by her partner... I've heard screams on several occasions & on the weekend I heard their gate open & close a few times & a woman scream what sounded like help.. I immediately went to the front of my yard so my sensor lights all came on & looked into their yard but couldn't see or hear anything else...
As I said, I don't know this woman, they are new to our street & she keeps to herself. But I'd like to let her know that if my suspicions are true that I'm here & she can come to my home any time she needs or to work out a way she could maybe let me know she needs help & I could then call the police or something... But, what if I'm wrong & im accusing her partner of something terrible??? But, what if I'm right?? How would you approach it? Or would you just keep an eye & ear out?

Hm I would try and make friends with her first don't make any accusations straight up that may push her away. Keep an eye out if you hear something and it sounds really bad ring the police and they will assess the situation
You can always call the police to do a welfare check, day or night.
We did this for one of our neighbors a few years ago and it was a turning point in their relationship, they got help and rekindled their relationship (yes, I know this might be one of the few good outcomes of a welfare check, but totally worth it in my books!)
It might just be the distraction they need to calm down and diffuse the situation, or it might provide a way for the abuse cycle to end. Either way, making a call, or multiple calls for welfare checks won't hurt anyone.
