Absolutely, my sons father signed a parental acknowledgement form. He basically didn't want to pay child support but when threatened with being taken to court for DNA tests he signed the form and child support could be claimed.

You are able to. You can get a form that he signs and says he is the father. The other option is to go to court for a DNA test.
