I was that child unfortunately :-( nothing could make me stop... I had to do it myself. My mother tried cutting my cigarettes up, screaming at me etc. nothing that involves going crazy or getting angry will work.
Maybe you could take her to the respiratory ward in one of the hospitals and walk her around. Perhaps talk to the hospital first and ask if they have anyone who might like to share their story and put the fear of God into her about the effects of smoking?

I'd probably cut her allowance, cigarettes are expensive, how is she affording them?
I started at 12/13 and I can honestly say it wasn't due to peer pressure - I was just a rebellious teenager and liked doing things I wasn't supposed to. I am now 32 and still smoke despite quitting during my pregnancies and being educated person - I'm a psychologist! I know it's bad and I also know the techniques I need to implement to stop but doing it in practice is more difficult. My parents didn't approve and I didn't smoke in front of them when I was younger. Giving her information about it and showing her those it has affected may help and don't condone it but the teenage brain - frontal lobe is not fully developed to think of such long term consequences so gentle encouragement to quit may be your only path at this stage.
