You can request all your documents unless you are sectioned under section 32A or an inmate
If they think you can't make decisions for yourself they can appoint guardianship on you. I'm unsure about files in that case. If this is a family member maybe seek legal advice.
I think this is what was done.
They can appoint a guardian, but it needs to be through Public Trustee, and the order granted by a magistrate.
I've never heard of a hospital withholding information from a patient, but if family won't be told anything about an adult due to privacy laws.
