My mum was excellent at this and taught me well. We learnt very quickly that NO actually means NO and once she had said NO there was not going to be a change of mind.
I have followed through on this with my own kids. Once I've said no I absolutely stick to that. I never ever ever give in or change my mind. I've even explained to my kids that if they pester or nag that's really annoying and they will not get what they wanted and I will start taking things away!
If you change your mind or give in they learn that nagging works.
