Search for the best standard savings rate with no account keeping fees. I know Heritage do a Target Bonus where you put in regular money and don't take any out to get the 'bonus' interest rate.
Once he gets a decent amount saved you can start looking at playing the term deposit rates. I think the minimum is about $1000, not sure though as I haven't used one in a while.

My kids have Anz and Bank SA ( st George bank ) I find them both pretty equal.
