I got a letter from child support saying I have 60%care of my child and ex has nothing so I rang them to see what is going on and they inform me coming to them from Centrelink saying her ex step mum is claiming to have the other 40% care. Does this sound right to anyone

You question doesn't sound right.
Do you have 100% care of your child? Or does child spend some time at dad's?
so you have 60%? I dont see how it would help him, or cause a problem to you. I would think child support calculations would be higher in your favour if he never has them. Does she have kids? It could end up being higher in her favour, do you think thats the fraud?
No it doesn't sound right. It sounds like ex step mum is claiming child support for your child.
I would find this extremely worrying that means the dad has zero care of his child.
I'd be kicking up a fuss!
So that would lower the total amount he has to pay right? Because theres two women to pay? Then hes probably either not paying the stepmum, or she really is having the child and he just has visits. That would bother me for in future if it stops working between them would she have a claim to make for real custody of the child considering shes had 40% and its documented.

Does she have your child 40% of the time and your ex has no time? Or does your ex have your child 40% of the time? I'd be careful because you could end up paying her child support.
You probably need to explain to us whether dad has any time with your child and whether the child does have time with her ex step mum to make it a little clearer....
