Family boarding and income

Does anyone know if I let my foster brother board at my house is this classed as an income for Centrelink and child support purposes? I've looked online and it said the exception for it being income if they are brother sister foster step etc. I'm renting (landlord is fine with it) but he wouldn't be paying like a renter. I'd be charging x amount of dollars as board for food, room, electricity. Everything except for his junk food, travel etc. I'm not doing it for money but I can't afford to lose money either. It's basically to cover food, electricity, water etc not to make money. I'm only doing it to help him out no other reason. He's in a bit of a tough spot and just needs to get back onto his feet.

So basically wanting to know if I need to declare as income on my tax return and if I need to declare as income for Centrelink and if I need to add it to my income for child support.
