Please help. Night noise fears.

My 5 year old is terrified of noises at night. We live on a busy road next to an even busier road and cars travel on it at all hours. It's 10pm and there's still heaps of people driving around. It's mostly quite throughout the night past 12 but the cars start up again at like 5am and some noisey neighbours just moved in who make alot of noise throughout the night. It's not the big noises he's scared of but the random small ones like car doors slamming and engine noises and people making other noise out on the street. I'm wondering if there's any magical product anyone else has tried that will help block the noises out. Like something that can be put on the windows or some comfy night mufflers that won't make him hot. The noises are so loud we might as well be living outside. Schools starting soon and he wakes up multiple times a night to random noises. It's hard to get him to sleep at night and he mucks around alot which I think he does to block out the other noises.

Could you try a pedestal fan within say a metre of his head? Then turn it on the highest setting. You can direct it away if it's cold. I sleep with a fan every night regardless of the temp to block out noise.

White noise can help like the fan suggested or a radio on static. There are also noise cancelling headphones.
If you own your home there are sound proofing products that are used in music studios.
